His Holiness the Dalai Lama has written to Shri Pushkar Singh Dhami, Chief Minister of the North Indian state of Uttarakhand, to express his deep sadness about the loss of life and damage to property, as well as the hardship caused to many people, as a result of heavy rainfall in the state.
